Can I lay floor chipboards before insulating the walls in a new house? What about the floor joist against the wall that should keep the plastic on the wall tight, should it be above the chipboards?

Of course, it's fine to lay the floor first.
I don't quite understand what you mean by the beam.
The plastic should be unbroken.

I saw a film where after wrapping the wall in plastic, they put studs on the entire wall including at the bottom. The comment was that it was to seal it in. I know that if I seal the wall first, pull out the plastic over the floor, then cover the floor with plastic and pull the plastic up, I should tape. How do I do it when I do the opposite?
