Can an amateur extend a balcony (i.e., "make it deeper") if he does thorough research and buys proper equipment? Or is this a typical example of something that should be left to a structural engineer?

Attached is a picture of the balcony that I would like to make about 1.5m deeper...

you can ask a constructor to draw it up and then just follow the drawing

In that case, half of all homemade decks should be "substandard" built, right? Not everyone can open the deck door and step out on ground level; there are split-level houses.

Of course, you can build yourself if you know what you are doing or get some help with how the structure should look. Exciting project if you do it yourself, post some pictures of the build if you do.
 
By the way, what is classified as a balcony and not? From what I can see in the picture, it is on the ground, so shouldn't it be a deck? Or am I out on the famous bicycle?

Joking aside, the support pillars are on the ground, so it's not a balcony, is it?
 
it stands with pillars on the ground so maybe it should be called a terrace (it actually was in the brochure) but it feels like a balcony... I'll see if I can find a constructor who can take a look and probably come back with many more questions...
