Yes. You dilute it with water so that it absorbs more easily into the substrate. Now, since you already have a layer of primer, it’s just to bind the potential dust layer on the top, and if you skip the water it dries faster. Even though it doesn't matter if it's still wet when you apply the finish. The adhesion is already there.A amoreex said:

Should I just splash it on with a roller... or carefully brush it with a brush in each grid?
Or just take a plant sprayer and mist it?
Though it might get on the cable quite a bit then😂
Usually spray when it needs to be primed after the net and cable are laid, I think it's easiest
