I am going to drill a 28mm hole in the sink to install a soap dispenser. What do you drill with to get a 28mm hole in the steel?

If you don't have a punch, you draw the hole on the sheet with a scribe, or on masking tape, and drill many small holes inside the circle until you're around. Use a center punch and backup to avoid misalignment of the holes. Then file out to the line with a round file. Much more laborious, but it works.

Was it difficult? I'm going to buy a 1-meter full-cover countertop and none of those that fit seem to have a hole for the mixer. As I understand it, you should first drill a 10 mm hole. I think it seems really scary to make the hole myself.
 
A hole saw works as well if you have one of good quality and saw at the right speed with some cooling. However, it should not get too hot so that the sheet metal gets damaged.
