What is it that makes you need exactly Ø30? Maybe there's another solution? Sanding down the diameter of a round rod will never turn out well, you need a lathe. If there's no other way, you could always ask a carpentry shop to make the pieces for you. But then the price will be different.

We have an old hat rack where 3 dowels rest on a bracket. A number of anchor hooks are to be threaded onto the dowels. I measure the hole on the hooks to 31-32mm.
Well, isaksädelträ I have found. Closed for vacation until Monday, so we'll see if it's a solution.
