Sketching a 2-meter long shoe rack/hall bench.

2 side panels
1 "wall" in the middle.

Is 20mm too thin? Will the shoe rack sag? Is it even possible to use dowels in 20mm or do I need to use angle brackets instead? (to connect these boards with the bottom and top.)
 
20mm is enough for shoes, but not for butts. It's possible to attach the boards to the ends, just look at how IKEA does it. Most things are around 20mm that are assembled. If you add a longitudinal reinforcement of 40mm, you will make it more stable.

Showing my quick sketch. I’m thinking of 3 longitudinal reinforcements that are 20x40mm.

I had indeed only thought of a 15mm board on top. But it should be relatively stable, or am I on thin ice here? I think if someone were to sit now, they would probably be quite close to the middle wall.
