we have a split-level house built in '79 (built by Byggsigurd in Örnsköldsvik). Now we want to convert part of our storage room (underground) and will need to work against an exterior wall. What is the best and most cost-effective way to handle that exterior wall? It is currently untreated concrete both on the slab and the exterior wall. The rest are drywall. Note, the room is ventilated with inflow from a REXOVENT system. However, there is no mechanical exhaust, just a vent.
The concrete exterior wall consists of panels with insulation in the middle, consisting of 170mm of either EPS or mineral wool (the construction company is a bit uncertain).
So give us good tips on how to handle the wall facing the exterior concrete wall.

The most cost-effective option would probably be to paint the wall with silicate paints (which allow moisture to pass through) and decide that it's attractive. Maybe you can paint an eye-catching feature wall or some motif? This should also be the safest solution since you're not enclosing the concrete. If you absolutely want a wallpapered wall or a gypsum wall, you can use a Platon mat on the wall. Check out system platon.
On the floor, you can lay a textile carpet that allows moisture to pass through directly on the concrete. This also makes the floor feel warm to walk on. The cheapest option is regular "balcony grass" which can be purchased in a 2m roll and comes in different colors, designed to withstand moisture and dry quickly. Otherwise, I believe there are needle felt carpets adapted for this purpose.

Needle felt works and is easy to lay down, warm, sound insulating, and releases moisture. You can lay it even if the floor is a bit uneven. The alternative is tiles, but it is much more difficult and expensive. Needle felt is only bad if you're going to use it as a hobby room, as it's hard to vacuum up all the sawdust.

The room will become a playroom for our children, so we were considering some type of carpet. It feels like it might be a bit strange to have it directly on the platonmatta. Is there any permeable material that can be laid before the carpet to make it even?
If you put down platonmatta, is it possible to install OSB and drywall on it and then painted fabric?

Yes, directly on the concrete. If you want to even it out first, you should use self-leveling compound, but then the concrete probably needs to be sanded down so that it adheres. This is done with a scarifier or similar, much more work.
Try painting the walls with silicate paint. Available in many cheerful children's colors.
