In the housing cooperative where I live, the board has decided that we need new balcony slabs, but I wonder if all of them really need to be removed and recast. The condition of the balconies varies. Some are clearly in need of repair with cracks in the concrete and concrete pieces that have fallen off, both on the top and bottom side. In those cases, new concrete seems necessary.

Many have black mold (?) on the underside and would need cleaning. I guess a pressure washer is required.
1. Can black mold weaken the concrete so that it needs to be replaced even if there are no cracks or visible damage in the concrete?

Many also look completely flawless and have no damage whatsoever in the concrete.
2. Can they still be so weakened that they need to be replaced?

It may be economically advantageous to take them all at once while you're at it, instead of repairing them one by one.
 
There should be a drainage layer on the balcony that leads away water. Suspect that it is defective and that replacement is warranted.
 
Mold cannot affect the strength of the concrete, but it does naturally indicate moisture and poor ventilation.

What one is worried about is that moisture penetration affects the reinforcement, and in the long term makes the balcony dangerous to walk on. Balconies are a special construction part, completely exposed to rain and cold, and free-standing with uncertain attachment to the building.

So replacement, renovation is done with consideration for the residents.
