Attaching chipboard in a basement to cover the underside of the basement stairs. To ensure the chipboard is stable, I plan to place a "syll" on the floor to which I'll attach the chipboard. There are tiles on the floor. What do you think? Is sill gasket needed?

On the other hand, it's never entirely wrong with syllpapp. Just fold/cut/trim it so it doesn't show.
Don't let the chipboards go all the way down to the floor. Stop a few mm up. Chipboards absorb moisture like blotting paper, especially on the edges.
Do you have moisture in the floor?
Do you have ventilation in the basement?
Is there any air exchange under the stairs?

No, I don't have much moisture in the floor, but at times it gets damp in some spots. The basement is usually dry (20-30% humidity). The airflow under the stairs is very poor, I think. That's why I'm not enclosing it completely.
