I'm doing a light renovation of the balcony and have an unattractive short end made of concrete. When we tried to chip away the loose paint, some larger pieces of concrete fell off, and rusty reinforcement became visible.

What should we do? Can we just fill it in with cement-based filler like the rest of the wall (many small holes in the wall) and then paint, or do we need to do something about the exposed reinforcement? On the other side of the wall is a neighbor with a similar balcony. I don't think the wall is load-bearing.

The balcony is glazed but not sealed; right now, it's about 6 degrees outside(!) and 10-15 on the balcony.

Considering that many years ago a fatal accident occurred in Malmö (where I was serving as a construction reviewer at the Building Committee at the time) due to a balcony collapse, I think you should have a municipal construction expert take a look at it. (This is about rebar corrosion and not just 'patching it up'.) The reinforcement bars have either been exposed without sufficient concrete cover, or the concrete has been of poor quality with pores allowing water penetration. In the worst case, the load-bearing capacity may be reduced, requiring more extensive chiseling and recasting of the balcony slab.
