Hello everyone! Last year, I bought an end terraced house from 1974. Last summer, I renovated the front. Under the existing deck, there was 10cm of soil/gravel, beneath that a tarp, and under that 10cm of compact wet sand. All of this was dug out to then find the concrete slab underneath. I then built the new deck on top of it.
Now I have also started to dig out the grass that grew along the side of the house, the plan is to lay natural stone along this side.

Now to my questions...
1. During heavy rain, some water stands under the deck because the concrete is about 5 cm below the edge of the asphalt. I want to redirect this water and am considering whether it will automatically be handled by question 2 or if I need to do something additional for it to be good.

2. According to the picture, I plan to dig out the existing soil/gravel mix, the planter on the left belongs to the association and therefore can't be altered much. Can I lay natural stone directly on the concrete and will the water naturally find its way to the flowerbed, or do I need to put something else underneath?

I apologize for the confused questions, but I hope you can understand what I mean and have wise ideas.
