I am planning to hang a double ceiling rail for curtains in our concrete ceiling, but I would need help to ensure the choice of screws and plugs is correct. Do you need any special plug/screw for hanging in the ceiling, besides it being suitable for concrete? How big should the screw head be to ensure it hangs reliably?

The holes in the rail are 5x10 mm. Do you think these, for example, would work?

You should primarily use a screw with a rounded head that grips the fitting you are going to fasten. A countersunk head that you have linked will not sit against the metal but will want to go into the material. The quality of the plug can be crucial here, so buy a plug of good quality. The length of the screw should be slightly longer than the plug. And it's important that you blow the hole clean of debris before inserting the plug. A straw often works well for this.

I only use Essve after years of using cheap crap that doesn't work. Follow the instructions on the packaging and it's important to get the right drill size too.
 
My favorite plug is Fischer ux. Then, as stated above, there is no countersunk head on the screw. If it's an apartment building, try to stay under 3cm so you'll probably avoid the electrical and water pipes too :)
