I am renovating an old garage in the basement of my house, and there is a piece of concrete skirting board missing. I thought about fixing the missing piece but am unsure about how to easily create the skirting. Are there any tips on this? See the picture of how the old skirting looks and where I should continue with a new one.

Of course. I was considering casting in some way!
 
it should also work with some kind of reinforcement or attachment with screws or nails in the wall and a board as a form with weight behind it so it does not move (but I'm not a builder)

Coat/putty the base with concrete repair mortar.
