My balcony was built in the 60s and has probably never undergone any major maintenance. The underside seems to have been filled and painted by previous owners, perhaps to conceal its actual condition. Under the balcony, there is a fairly wide and long crack at the front where the railing is attached. It is only attached there. Now I'm wondering if there might be a risk that the concrete is in such poor condition that the railing might become unstable? What should be addressed?
