We are having problems with rainwater leaking in through the balcony and into the hallway below. I've been advised to lay roofing felt on the balcony floor and up a bit on the wall under the outer façade.

When we went to the building supply store, there were several different types of felt, so which one should I choose?
 
Identify where and how it is leaking. After that, the correct action can be taken. A picture of what it looks like can help understand your problem and its extent.
 
What kind of balcony is it? Floor structure? Concrete balcony on a wooden house? Is there space to lay a surface layer above the felt (decking or other)?

This particular part is an old house with horizontal timber, the balcony is an addition from the 40s and has a concrete floor.

Right now, this older part of the house has fiber cement boards that I will take down, and since I got the idea of tar paper on the balcony floor and up the wall, I thought I would start with this part..
The answer to your other question is yes, decking or similar will fit over the tar paper.

We have had a carpenter on site so it is not something we have made up ourselves.
