I have a balcony with beams running lengthwise. These are supported by two thicker beams between the facade and the posts.

Thus, the decking lies crosswise with exposed end grain outwards. Not pretty or practical, in my opinion.

How do I lay new decking lengthwise?

The height from the balcony floor to the balcony door is about 3 cm. That is, it's possible to lay new decking on top of the existing one, but it might not be durable?

I could perhaps use kortla, but if I want to maintain the distributed load, the blocking should have the same spacing as the beams. That is, a heck of a lot of blocking.

Do I need to change the entire construction?

I could use "kortla" but if I want to maintain the uniform load, the joists should have the same center-to-center distance as the load-bearing beams. That means a heck of a lot of "kortling."

If you want the same height on the joists but the decking lengthwise, you'll need to change the joists; that's the only way.
 
Change nothing, now maybe there is a slight downhill (supposed to be like that) outward on the decking above. This is so that rain that hits can run outward and not towards the facade. A lot to think about, that with moisture.

I have no problem with the slope on the balcony decking. My main issue is that I find it ugly. Secondly, I don't want a lot of ends facing outwards. It takes a lot of wear and tear.

Thanks for the suggestion. What I haven't mentioned is that the vertical panel on the facade will be replaced with horizontal ones. That makes it feel more natural to step out onto lengthwise decking, I believe. Below the balcony is a patio with lengthwise decking as well.
