Didn't mean the glazing itself, but making alterations to the neighbor's balcony?
It has been done with the glazing. The tracks have been drilled along the neighbor's entire concrete. But I understand what you mean. If we were to drill beams and install a ceiling, we would need to check this separately as it would be extensive. That's why I'm fishing here for other simpler solutions. Someone mentioned gluing? Otherwise, it will end up with us drilling anyway, but for curtain tracks and lamps. I don't think I need more permission than to drill like we do in the bedroom.

It could be that you aren't even allowed to repaint or change fixtures without the board's approval, as balconies are considered a facade rather than inside the apartment. However, I would have changed the fixture myself anyway, better to ask for forgiveness than permission :D
Totally agree, but let's focus on my question regarding construction technology and that this part about permission will resolve itself :D

The balcony above is glazed and dry so to speak, but I don't think they've insulated as thoroughly and at least our balcony will have significant temperature variations depending on whether we have the heat on or not.
The best is to leave the concrete surface visible since the climate is very variable on the patio.
