Concrete is good and fun to work with in moderate doses. It is possible to dye it with pigments, but I have never done it myself. I read somewhere that someone found concrete dye pigment at K-rauta. Otherwise, I would ask in a paint shop.
Can't you find concrete stones to buy that you like? I find it hard to believe it will be much cheaper to make it yourself if you buy bags of ready-mixed concrete instead of mixing cement and sand yourself, and it's quite a lot of work if you're going to have it for a whole wall.
Concrete is quite unyielding, I've noticed. It always takes more than you expect.
