Can you tile on plaster mortar C or should you level the wall with tile adhesive instead?

I have built an interior wall with lecablock and standard mortar B. On one side of the wall, tiles will be applied directly (guest toilet) and on the other side, a waterproof layer with foil will be applied, followed by tiles.
I have heard that one should plaster with something weaker than the mortar used, but isn’t that just pushing the problem forward since the tile adhesive will be stronger than the plaster?
Can't I just smooth out the wall with tile adhesive (or house repair adhesive)?
I can wait until the mortar has fully cured. How long might that take?
If the advice is to use plaster, how long should it cure before tiling on it?
