I think we actually agree quite a bit. As you say, it's important to be aware of the risks and act accordingly. If you do something wrong, it's wrong no matter what you're doing.

And as mentioned earlier, the thread isn't about whether to ignore all safety measures, but simply whether you need to hire a cleanup company or if you can do just as good a job on your own.

But, gently taking down a few asbestos cement boards from the facade as intact as possible doesn't actually mean you'll breathe in a single fiber more than if you were just standing and looking at the facade. It's probably a bigger risk to mow the lawn near the facade since it constantly weathers and material falls on the ground.

Yes, there can certainly be many (good) reasons/motives for why the municipality wants to regulate this. But there are still laws and regulations that govern what the municipality CAN decide over. Municipalities are not allowed to be small dictatorships.
