As long as it is not a combustible roof in the boiler room (used as a boiler room), I see no problem with it.

Possibly document in some way that there is concrete underneath (above) so that future owners know how to attach things to the ceiling and don't have to worry about eternit.

Yes! Now, it was around 2005 when I did it, and it's still there. We used something called ”panel board” and it was, as it sounds, boards that looked like panels, but much thinner. I think we used PL400

Tried it once and it went brutally wrong! Smooth-planed ash ceiling 14 mm on spaced panel glued to bare concrete!
Collapsed after 8 years with a hell of a crash! I don't remember which glue I used! I don't glue ceilings anymore🤗 👍

You absolutely can, but glue is probably almost the renovator's worst enemy.

Perhaps you can screw up cross battens with cc 900 or similar so you can attach the panel to that?
