Sometimes at construction sites when it rains, you can see a wooden roof exposed without any felt and tiles. Or rain pours down into insulation that isn't covered. Personally, I think it seems wrong not to cover properly all the time and build with the wet stuff, but I don't know; I'm not knowledgeable in the area.

How is it really, is/does it become a problem not to have a construction properly covered, or do these kinds of "rainsoaked" conditions fix themselves (wood/insulation dries out) and it doesn't matter to build with that? I can understand that it would be a huge job to constantly cover/uncover to avoid such wetness. Maybe it's completely unfeasible?

If wood gets wet from rain, it dries up quite quickly, whereas if insulation gets wet, it's not good at all. And you should never enclose moisture.
