I am planning to build a wall in the garden and need help with technique and material choices.

The house has a whitewashed, smooth, and textured lime plaster finish.
The goal is to build a wall about 1.80 cm high and 10m long in the same style as the house.
That is, a wall with textured plaster on the walls and smooth-edged finishes. On top, I want angled single-tile roof tiles.

So..
First of all, is this a job that someone without masonry skills (but with a desire to learn) can handle without professional help?

Otherwise, I would like all the information regarding this construction that you can provide...
e.g.
1. What should the foundation look like
2. Materials for the masonry?
3. Base for the plaster?
4. Building permit?
etc.

I don't claim to be an expert on walls, but I can think of two methods I would choose between. Build a form with studs and plywood sheets. Reinforce and seal. Order x number of cubic meters of concrete and fill up the space. The second option is to build the wall with brick, natural stone, or concrete stone. In both cases, the wall should be fixed to the base by drilling or driving in iron rods. Now it's time for plastering. There are fine spraying tools for this that give great results after some practice. Finally, the tiles are laid in place on the top and any gate brackets are drilled and glued in place. Paint or lime.
