Can you lift the land attachment, the one with ice is a nuisance. If the land is positioned so that there is ice pressure with onshore wind, it's hard to achieve something. Lifting might not be good either, it becomes a downhill slope to slip/slide on when it rains.
 
Does it work to build a stone foundation closer to the shore and then let the land attachment move roughly as it does on a typical floating dock?

That's completely wrong. Most floating docks have a gangway that rests on the floating part and is fixed higher up on land. They almost always have a downward slope and no one complains about it.
 
True. Especially common in places with a lot of tides, which requires the dock to rise and fall several meters (on piles). I believe they can be slippery if there's a lot of slope, which is usually addressed by having a long gangway. Crosswise ribs and grip tape/anti-slip tape are probably quite common features. Also a bit uncertain how well they handle lateral movement. Depends on the width of the floating dock it leads to, I guess. Would then need balls to roll on rather than the rollers I remember they usually have.
