A blacksmith will make fittings to attach the fence to concrete + fix the handrail
He thought powder coating was sufficient for the parts he manufactures
Do you think we should ask him to galvanize those parts too?

If you want equivalent rust protection, like the rest of the fence, you should probably both galvanize and powder coat. You will likely have to account for some extra costs and also a longer delivery time, as the blacksmith probably does not have the equipment for galvanizing. The blacksmith may not have a facility for powder coating either, which means they would have to hire two different subcontractors before the product is ready.
