Hi, I'm wondering if I can glue a board against a concrete wall in the basement that faces a cold storage room? The concrete wall is dry but cold in winter.
 
Yes, of course you can!
For example, glue with epoxy glue.

If the wall does not have contact with the ground/outside in any way, then you should not need to use any moisture barrier. However, I am not completely sure, so take what I say with a grain of salt.

But why do you ask about moisture barrier?
The rest of the wall, without the board, probably doesn't have a moisture barrier either.

Two short questions:
What function is the board supposed to serve?
How much weight/pressure is it supposed to bear?
 
It is door trim against a cold concrete wall. It's warm inside but cold in the storage room. Isn't there a risk of moisture formation when warm meets cold?
