Best plug+screw for brick wall with plaster?

I live in a house from 1903 with plaster and brick in the wall... now want to change the curtain rod. Have drilled with a hammer drill but it does not go so far in, maybe 4 cm, so the plug does not go in.... can you put cement in the hole to make it steady?
