In the process of removing old plaster that is loose in a basement room. At first, I thought it was just about removing a little loose plaster. Now we've realized that practically everything falls off just by touching it. So I'm scraping everything off down to the Leca blocks or whatever solid material is behind it 
How thick should the new plaster be? It's a cold storage room. The walls will be painted and we would like to have smooth walls

Recently knocked off all the plaster in my basement and replastered.
After knocking, I first scrubbed the walls and rinsed off as much of the loose particles as possible. Then I primed by applying a layer of base mortar about a millimeter thick. Then smooth-plastered using slats about 9mm thick. These were aligned and attached with a bit of mortar first, so the plaster was probably about 12mm at the thinnest point.
