I have a wooden patio railing with an inside made of eternit boards.
Can I cut it down and transport it to the recycling center without taking it apart, so to speak, or do I need to separate the wood and eternit before transporting it there?

I'm a little terrified of those damn discs to be honest. Called them and the best thing was definitely to bring the discs loose and wrapped in plastic, so that's probably what it'll be.

It may vary a bit from municipality to municipality. But here in Stockholm, you can take eternit and other asbestos-containing materials to the recycling station, where they have a special container for it. Everything should be packed in double plastic bags or similar with clear labeling. Each package must fit into the rather small opening in the container, the dimensions are specified on their website.
Each package is inspected before you are allowed to dispose of it.
Dismantling with minimal dust spread is quite simple. Get yourself a good respirator, not just a disposable mask, as they let quite a bit through. You can also make sure to wet the boards before breaking them off. If possible, for example, to unscrew with zero risk of them breaking, you don't need any protection at all, but I still recommend a respirator.
And if you're really worried, throw out your clothes after the work, go straight into the shower. I think a respirator is mandatory, the rest, like disposing of clothes, is a bit unnecessary. But it's easy if it helps you sleep better afterward.
