It depends on how much space you have on each floor. You will get the best results if you assemble it and then lift or lower it into place.

If that option doesn't work, you should put the long part in first. Hold up the staircase section with the help of a brace or friends. Then slide in the lower part along with the corner step. Once everything is aligned and looks good, screw it into the walls.

It is recommended to have 14 steps and the staircase has 14 steps.
 
It depends on which measurement is incorrect. For example, if the height is incorrect, it might be best to cut it at the start. Provided that the deviation is not too large.
