Hi,

I am planning to cut off water pipes (heating pipes in a condominium built in 1945-1948) that are insulated as shown in the picture. I am worried that the insulation might contain asbestos? Is it possible?

There is a risk that it is asbestos.
Send in a sample and you'll know the answer.
Guessing from pictures is not a reliable method.

If you take a sample, make sure to include all layers down to the pipe.

In the picture, there is cardboard and glass wool of the somewhat more prickly kind. Asbestos may be present at bends and branches. It looks roughly like packed flour.
 
There are also pipes where a layer of asbestos paper is wrapped directly around the pipe. I have personally encountered this in a house. In that case, it was painted gauze, rock wool, asbestos paper, then the pipe.
