I'm going to lay new flooring over it. But it's a bit uneven, so I would prefer to remove that.

It looks like there is suspicious black adhesive under the actual felt paper. That sets off some alarm bells. Asbestos was also present in lighter types of contact adhesives. Relatively bound in the material regardless. The felt paper itself I believe is very unlikely to have had asbestos in it. As the name suggests, it consists of pressed felt, used to prevent squeaking and leveling of the substrate.
More interesting is how did the floor mat look that you tore out? There are many mats that contain asbestos as a component or have asbestos board underneath as reinforcement.
