Apt, exterior wall (beam?) in concrete, is it possible to do something about it? HELP
I need help from someone who has some knowledge and experience regarding building constructions. I live in an apartment from 1938, the one at the bottom right in the attached picture. At the letter "O," the wall extends by 15 cm. Approximately 3 meters long. I would now like to "plane" it down by 15 cm so that the entire wall is in line.
I had a builder who came to look at it this morning, and he said there were no problems since it's such a narrow piece, but that they would start by opening up at the bottom to see if there were any pipes running in the wall; if so, it wouldn't be possible. I asked if we should install a beam just to be safe, but he said there was no risk with this so it wasn't needed.
I still want to check with you here if you think he's right? I can see on the drawing that the walls are made of different materials, the narrower one in brick with lime cement mortar and the thicker one in hard-burned concrete.

No, I say. No board can approve your desire to reduce the building's structural integrity, even if the margins were sufficient. If you're looking for an EVEN wall, it's easier to extend the narrower part. With recessed bookshelves or similar, you can still make use of the space.
Regardless, a structural engineer should calculate it and issue a certificate if you persist, otherwise, the board has no basis for a decision.

That part is a crucial component for loads coming from above from other masonry structures, so it's not just a matter of "shaving it down"; you significantly reduce its load-bearing capacity with such an intervention.
I can't understand the idea of shaving it down instead of building up the masonry part to create an even wall.
It's simpler, much cheaper, and you don't need any permits from a board, but above all, no review by either a designer or potential building permits and approvals from the municipality's building committee.
All changes to load-bearing structures require at least a building notification.
