Anyone who can answer what kind of material is in the picture? Slightly rough mtrl fibrous but haven't seen this before.

Thank you for that! I know there's some older asbestos-infested white stuff, but that's not what it is.

I would probably not swear that it doesn't contain asbestos, but I haven't heard of this type of insulation and asbestos before.
Be careful, use a protective mask and disposable clothing if you are going to tear and replace any of it.

sure it can be asbestos. but as usual when dealing with old insulation. mask on, preferably a coverall

As a habit from the selective demolition industry, it's always mask on, and full body condom. (Note the carefully taped cuffs on the gloves
It is the previous owner of the house who found it appropriate to insulate around the incoming water with a whole lot of old junk.
That white crap sheds fibers like nothing else I've seen before, completely impossible to handle.
