I have a lamp like this, bought from Malmbergs by the way. The idea is that the 90° hooks should go into the asphalt, which I did, but it's so soft that it came loose pretty quickly.

Any creative ideas for a solution? I'm considering pouring some concrete over the asphalt (maybe paint it black later). Another thought is to attach a brace at the top of the lamp to the fiber cabinet located right next to it.

What would you have done?

Break up the asphalt and some of the gravel, then cast a concrete block.

Some part must be missing? It can't be assumed that you have uncured concrete to attach to?

The attachment for the bollard should be a separate piece that is then screwed onto the bollard. It should then be reasonably smooth, as TS suggested, to cast the attachment in place. It will likely be durable in the long run as well.
 
No, there is no part missing, it looks like this. Maybe a bit of logic since it requires running pipes with electric cables in advance, and then it is expected that you might arrange the bracket as well.

The bracket is indeed loose from the beginning, so I will remove it again and do as described above. Smart!
