We were planning to divide the living room with a wall and thus create an additional room. The living room has a parquet floor that is raised on a concrete subfloor with a basement underneath. The house is from '58. How should we go about anchoring the wall? Should we cut a "trench" in the floor and screw the wall sill to the concrete subfloor, or should we just remove the parquet and screw the sill into the subfloor? Which would be better?

I would place the wall on the parquet floor and attach it with double-sided tape.

Cutting the parquet is preferable for the parquet to be able to move, so cutting the parquet and mounting the sill on the subfloor will be fine.
