I have after insulated the roof by spraying 30 cm cellulose in the attic.
Now I'm considering making a new inner ceiling and would like to add additional insulation on the inside of the ceiling.
I will take the following layers of insulation from the attic downwards.
Attic:
- 30 cm cellulose
- 10 cm with old sawdust material.
Inner ceiling.
- 45 mm rockwool.
- vapor barrier
- new inner ceiling.

If you are going to do electrical wiring or similar in the new insulation, then place the vapor barrier above your 45-insulation (as shown in the drawing), otherwise it doesn't matter much if you place it directly behind the panel (as you wrote).
Personally, I wouldn't have bothered to install the extra 45mm from underneath when you have already added insulation in the attic. It's really a tough job to install insulation from underneath...
