I have a staircase covered with needle felt on both the treads and risers. Ideally, I want the staircase to be completely painted white. It seems very troublesome to remove the needle felt, can't one just build over it in some way and then simply paint??????? Grateful for any tips!
Just finished cleaning our stairs of carpet and paint. A lot of work but with some persistence, it goes well.
1: Remove the carpet. It can be quite tough.
2: Scrape off the glue and any paint with a floor scraper. You can also rent a varnish remover which we did, but it also removes some of the wood.
3: Sand and paint.
Avoid chemicals as it just gets sticky and smells bad (unhealthy)
I also tried a heat gun, but the fumes from the glue & paint were so strong that it didn't work.

We also have needle-punched carpet in the staircase. I haven't dared to tackle it yet. I'm a bit work-shy.
The problem with installing the carpet is that it's not rigid, but a bit elastic. Therefore, I assess that the carpet needs to be removed.

We had a plastic carpet, but nevertheless glued and stuck firmly enough. Putty, knife, chisel, and hard work. Then I bought a sturdy sanding machine with coarse paper that took care of the rest.

I first tore off the needle felt in my staircase. Then I found a great product for the glue. Casco Limtvätt! Sprayed a little on the steps, waited a minute, and then the glue was off (almost...)! Removed the dissolved glue with a spatula and finally sanded with a small machine. Went through at least a square kilometer of sandpaper, but it turned out amazing! Casco Limtvätt was invaluable, but it didn't smell very nice...
If you have decided to go with a new staircase, you need to consider the layout and design side of things.
