Plaster works similarly to render in terms of moisture movement. Yes, of course, it is possible to wallpaper on plaster.
 
What is the reason why many say that you need to set spacers/metal studs to get an air gap between the inner wall and the outer wall?

It feels like I've missed something.

very good tip! Naked untreated basement walls that look dry can surprise many a renovator! Seemingly dry and problems only arise when sealed with the wrong paint, insulation, drywall, etc.

Hello.

Glad you liked the tip. The important thing is to make sure that the plastic you use is a dense plastic that traps any moisture that might occur. I have used this method a few times and it has worked very well.
 
So you could use plasterboard directly on the basement wall if you first do this test and no condensation occurs at all after 2-3 weeks? Otherwise, you need to have a ventilated construction.
