We are building a timber frame in the winter. The construction has been ongoing throughout the fall and has been under roof and walls since the beginning of November. It is insulated with a seven on the outermost layer against the windproof fabric. Condensation and frost have formed on the inside of the fabric (which has now melted into water).

Now the builders have turned on the indoor heating and are insulating with the thick layer of 195mm. With such thick insulation, the moisture on the outermost layer won't dry away anytime soon. They don't consider this a problem and say it will disappear by summer. Is it okay to use a dehumidifier for a while now and then wrap it in plastic even though it's moist on the outside?

It also feels like the more you turn on the heat, the more it will condense on the inside of the windproof fabric until the plastic stops the moisture from traveling out through the insulation. Or are dehumidifiers so capable that they can extract frost through 215mm of insulation?
 
The wind membrane is not moisture-proof from the inside out, only from the outside in, according to what I have learned, so it should sort itself out.
