Is it reasonable to place windproof fabric on top of the floor joists under the rough plank floor in an uninsulated storage room?
The joists should otherwise be completely uninsulated.

The purpose would be to make the floor... windproof...
The storage room should otherwise be ventilated through natural ventilation via supply/exhaust vents.

Do you see any disadvantages?

would still not want to make the floor completely sealed. chicken wire at the floor-wall junction.

Any rats and mice can get through chicken wire without problems. If you are going to install something, use insect netting and you'll keep out even much smaller animals.

Max 6 mm meshes to stop mice. Chicken wire is much coarser than that. And no mesh is needed if the floor is screwed tightly to the joists and sill.

But this is not what I asked about.

But that wasn't what I was asking about.
yeah yeah sorry. chicken wire is something metal mesh to me. not just the one used for chickens
