I am working on a ceiling in the basement. I plan to glue 45x45 mm battens under the ceiling, which is made of concrete. An inner ceiling will then be attached to these. The idea is to create some space between the concrete ceiling and the inner ceiling for lighting, among other things. My question is, will the battens stay securely (read hold) if I glue them with PL600? I would prefer not to screw the battens into the ceiling.

I had screwed.
If the glue releases in one spot, the entire ceiling will weigh down, causing it to release more and more, and eventually, you'll have the entire ceiling where you don't want it.

NO!
Never glue studs to concrete, the weakest part will invariably detach the WHOLE construction. The glue will probably hold, but you are most likely going to have breaks in the concrete/plaster as they are not made for such use.
Do not use plastic anchors and screws (so-called Thorsman anchors) either; the plastic will age and crack, and release after a number of years. Nylon anchors work better, so the suggestion of using nail anchors is perfectly fine, as someone mentioned earlier.

I should have used concrete screws.
