Why are noggings installed in the joist structure?

Noggin pieces are installed to help distribute load between floor joists and to brace them.
There are examples of a large company that enlisted the help of an Eastern European country to build and assemble parts for 12 small houses. They installed floor joists of different dimensions, which contributed to the joists starting to twist as the load changed. This resulted in the floors becoming uneven over time. If noggings had been installed, this problem would not have occurred.
