Screws seem like the modern and convenient option, but the metalworker showed me screws that I can't find in the two larger stores.

I will mount the hooks in 22mm and 25mm boards. Shouldn't require a drill tip then, as most screws for this purpose seem to have. Not keen on the screw going straight through either.

That the screw goes through is positive for the strength. I would take a screw. There can be quite a lot of stress on the gutter in the winter.

Oh typical, I found screws (byggmax) that by a millimeter didn't go straight through and have now installed them.
 
Tight enough that it holds, so you don't need to worry about that, but I just mean that many people think it's worse if the screw goes through, but it isn't. However, you shouldn't drive it too far through, of course.
