I am considering casting a retaining wall in concrete in the shape of a U in front of my basement windows. I am planning for the retaining wall to be 80 mm thick. My question is whether I need to use stainless reinforcement due to the risk of corrosion?
 
I didn't understand what you mean, do you have any picture/drawing, but maybe it doesn't matter that much.
In regular L supports, grisar and other good stuff, regular reinforcement is always used, as there are no problems with rusting rebar in the finished product.

You don't mention how large your window is but ordinary reinforcement mesh 5X200 plus a couple of bars at the outer edges, I would guess would hold up pretty well. Reinforcement at this level is mostly to help prevent casting cracks. The strength is provided by the concrete.
