What to do with these windows & the wall?

Let's start with the panes.
I have some broken panes in these charmingly rusty frames. It feels tedious to try to glue new ones in place — sure, you could sandblast, etc., but nah... One could have made a wooden frame instead if it weren't for its round shapes at the top.
-What would you have done, renovated or used fake glue, or cut out and installed newer standard-format windows?
Then to the wall.
The plaster, or whatever the white part is called, is coming off as you can see. How do you go about fixing this?
-Knock off everything that's loose, then mix something(?) and smear it on, then paint it?
Is white lime the best for painting on such surfaces?
Is it the same recipe that applies to this other building with the same issue of the exterior layer falling off?:

Something I've noticed for a long time is a hole on the inside gable wall where "gravel" runs out of the wall.
The picture above shows a long side and regular brick, I'm not sure if it's the same on the short side. Was there a technique in the past where they had gravel in the walls? haha

Am not a builder but those windows felt really nice. Cheat glue and keep.
