What materials and what can their function be?

Hello,

Found this "mat" lying over insulation in the attic of a 1.5-story house from '76. Stiffer grayer side and then very hairy tagel-like "backside". Anyone recognize the material and/or understand its function? It's just lying in a corner of the attic.
