Hello. Wondering what material it is in the pictures. And if it can withstand moisture?

Asfaboard. In what way is it exposed to moisture?
 
It's sitting under the tar paper on the guest house. (Between the slats) But the tar paper has started to come apart in some places. It's also on a gable with a sliding door as per the picture. I was wondering if it becomes dangerous as the tar paper breaks more and more. I think it is a type of roofing tar paper.
