What does this mean? Prefab wall structure delivered separately. Uninsulated?

Sitting and looking through the delivery declaration for the house we plan to build. We asked for an unfinished but fully insulated upper floor, but if I understand this correctly, it is not fully insulated at all? According to the seller, we wouldn't need to do more than install the ceiling, plaster, lay flooring, etc.

What does this actually mean?

The house is a 1.5-story with raised wall line, as you understand.

Poor communication between the seller and the house company. Now you need to check if the price you got applies to insulated or non-insulated and then get a price + delivery declaration for the version you want (insulated, I assume)
