Ah, you're thinking like that.

I had the same thought when I built a garage a few years ago, applied a bead of sealant before the roofing paper, and another before the sill.
 
My experience is that already when the framework is erected and the roof is laid, the sill insulation has settled several mm, i.e., long before any bathrooms have begun. Regarding settling, I believe it's a bigger problem that the wooden studs often shrink a few mm when they dry.
